I presume we are talking when you have a big car failure it would come out and cause the pack to bunch up alot.
The problem here is (in my opinion) that this is when decisions in real life are made pretty much 'on the fly' as regards pitting etc. As we would have to make decisions before the race start we would have to decide if we wanted to pit at such a time and would not be able to take into account weather we had just pitted or not.

There is always a checkbox in race setup for that, just like for a technocal problem

Yes and then there will be endless requests to expand it to allow for additional manipulation.

To determine how it goes, there should be levels of an accident.
Level 1 - Yellow flags Level 2 - Safety Car Level 3 - Red flag
Some others may even build on that

OK and what would you want to happen under each of these 'levels' and also remember that the managers will probably need to be able to give instructions for each of these as well.

Well for starters, count out a Nurburgring senario, weather and flags CANT INTERACT.
Simple:
Yellow flag - Car stopped out on circuit, of an accident not near the racing line.
Saftey Car - Car stopped out on curcuit, threatening the racing line, or in dangerout position, or debris everywhere. (Kubica Type)
Red flag - Unusual, something like Belgium un 1998 (For memory)

At Bathurst (Mt Panorama) in Australia, it is not unusual to see Kangaroos :)

To make this suggestion work you need to do more than say,
